I do not provide opinions by telephone, but I am willing to discuss the facts of the case to ascertain whether this is a subject within my expertise. As a former corrections officer, an attorney who has handled corrections cases for over twenty years, the author of the Oregon State Sheriff's Association Jail Standards and a frequent presenter on correctional issues, I have a unique perspective on risk management and best practices. I can help facilities identify potential problems, reduce risk and adopt practices that result in operational improvements, more humane treatment of inmates, and a less stressful workplace for staff. There are concrete steps that a correctional facility can take to reduce liability exposure. My experience in correctional litigation has given me first-hand knowledge of how policy and practices can either help or hurt a facility when a lawsuit is filed.
Mr. Dickens is the President of ELSI Legal, LLC, a private training company that provides law enforcement and corrections training across the Pacific Northwest. Prior to law school he worked as a corrections officer at the maximum-security Oregon State Penitentiary, including spending a year working in the Disciplinary Segregation/Death Row unit.
He served over twenty years as General Counsel to the Washington County Sheriff’s Office and he continues to do so on a part-time basis. He regularly advises on law enforcement operations, personnel issues, civil process and corrections issues.
Mr. Dickens also serves as the General Counsel for the Oregon State Sheriff’s Association (OSSA), where he advises on statewide issues that impact Sheriff’s Offices and he frequently presents training on use of force, corrections issues, civil process, and search and seizure. Mr. Dickens taught in both the Criminal Justice and the MBA program at the University of Phoenix for several years. He is a faculty member of the Americans for Effective Law Enforcement, and regularly presents at their seminars in Las Vegas
He has experience litigating in both state and federal courts on a wide variety of issues including search and seizure, corrections litigation and use of force cases. He is admitted to practice in all Oregon courts, the U.S. District Court for Oregon, the 9th Circuit Court of Appeals, and the U.S. Supreme Court.
